Sniper Change of Venue a mistake?

Moving the DC sniper's trials to the Hampton Roads area (one is to be tried in Chesapeake, the other in Virginia Beach) may have been a mistake, according to this morning's Virginian-Pilot. Apparently the jury is more likely to be of conservative bent, and this area really was close enough that people were affected by the sniping they did. So many people go from this area to N. How do we determine loyalty?

The military seems to have a problem with Muslims in their ranks recently. Of course, those in trouble were a small proportion of all Muslims in the military, yet, how does one measure loyalty and how does one determine who will value their religious fanaticism over their country's well-being?
