If It's So Good...Why Don't Members Of Congress Have To Sign Up?

Isn't that a fair question to ask? If this health care plan is so extremely important to this nation.......why wouldn't it be more acceptable for members of both the House and Senate to have included in the legislation the replacement of their own health care coverage with this plan?
