How should we go about planning this expedition?

It would be a great accomplishment for the United States to send a manned craft to Mars, but exceedingly expensive. I propose that the United Nations or better yet, an International Space Agency (ISA) pool the resources of many nations to plan and build toward a manned mission to Mars. A side...
