I see this happening whenever there are floods or earthquakes. Some NGOs take up issues when they are in the limelight and leave it to others to do the low profile work and as a result the impact of the case is less effective because the ones who are articulating the issues are not necessarily the ones with the experience. Government officials could be as if not more sensitive than persons who are part of people's profits. This wasn't the case some 15years ago.
