16 Is Definitely Too Young to Drive

My local FOX station did a report about this "new" phenomenon that's killing and maiming kids around the country. IMO, anyone who is ever caught doing this should have their licence taken away for at least five years, and their car should be impounded and sold and the proceeds given to local...
