AN ANSWER TO ONE OF MY QUESTIONS
Well, sort of yeah. I just discovered that when you see this: It means that drugs are available nearby. Bo and I stood under the shoes for a while but I didn't see any drugstores. Another explanation someone told me is that a gang member has been killed and his shoes displayed as a warning. So that is what I know so far. Still I'm not standing under them regardless.
