What happens when a child-abuse report damages reputations and is wrong?

A comment left on my last post in this blog got me to thinking about this very problem: What happens when someone gets falsely hotlined (that is, when someone "drops a dime" about their treatment of their children, and the children aren't mistreated)? The name of the post is derived from a Francis Schaeffer book, and intended to rebut something I'd seen on the Internet.
