Bureaucracies don't work for those they serve the way private sector businesses do. It's not just the story they're telling on TV these days about understaffing - they're set up with arbitrary and conflicting rules. The bigger factor is that some management-level folks got their jobs as payback for helping someone get elected. They show no interest whatsoever in improving anything. I have worked in bureaucratic situations in the past. This happens in local government, as well as at state & federal levels. Lucky you have capable grandsons to help.

I hope you have better luck than we have had with receiving vital records in a timely fashion. We need a REAL ID to fly to Nevada in September. John's birth certificate took over a month to receive, once it was ordered, and it was ordered locally from Pittsburgh. Our marriage certificate still hasn't arrived, and I ordered it online from Virginia at the beginning of June. They gave me a tracking number, but it is still showing up as not being sent yet.
