The article (typically) does not indicate the landing spot, but I would assume, remembering on hows that word breaks down into three syllables, that he did, indeed, land on a bit of pavement, depending on exactly where he jumped from.
If I were to contemplate jumping there, it would be a header. and not a feet first situation.

Did he land on that on the Highway below? That road goes all of the way around the island. It's mainly for people on bicycles.
