I'd check with the city to see if permits have been pulled, perhaps. Or ask around... It is curious to see and not know.

I'd rather have a car wash than a dealership in my neighborhood -
for one thing, a car lot attracts professional thieves in the night, esp. a high-end car like the Volvo.
