I think some cars have a type of theft prevention device or within the windshield; it may be that.

I think the problem has to do with the labels not being printed with the amount of magnetic ink required for registration.????? If it's like a cheque code for instance.!!!!

I like you reasoning here! And without knowing absolutely anything about this - could tne problem be caused by an almost invisble bit of substance (oil, dust) on the windshield? (That's if the code is read before the wash.) ...
