Women are in a similar boat with medical insurance
I have been on birth control pills since I was in my early 20s. They are now covered by insurance, and I pay $6 for a three-month supply, but when I first started taking them, I was paying $30 or more for a one-month supply. I questioned my OB/GYN about the cost at the time, and she said that it was pure politics. We both agreed that it'd be cheaper for the insurance companies to pay for birth control rather than for a woman's pregnancy. But those same insurance companies didn't want to upset anyone in polital offic, lest they lose funding.
So silly!
Here's hoping you get some rest and find a cheap or free editing of the book you need to read.

Don't expect too much common sense from any Gov. body but then, they don't know you too well yet.LOL.
