I believe it's tent caterpillars. Deadly to trees, especially
fruit bearing, like apples. Seems to me they have eradication programs and strict restrictions against bringing fruit or trees into some states like WA and OR without permits.

It looks like a little hammock with a baby bird on it..don't know Kabu - gauzy like, webberish (spider's I mean) but it does look comfy and safe there though..
