Its not like they have any other choice
the threat is there, the enemy is lurking, but if you focus on that all the time you will become like them. The beautiful thing about Israel is not that life is normal, its that they rise above the normal and embark on creative and amazing projects. If you look at the new construction itself, a small part of the economy, you can see the most updated types of structures from the entrie world etc etc..
