don't tell - especially if you 'feel it'
right away. i'm in my 30's and i've made that mistake WAY too many times - it's always the same - people who fall in love too quickly are pwople who are falling in love with the IDEAL and idea of that person, and not the real one with whom you will have yet to discover their control issues, their reactions to different relationship situations. relationship changes come with time. i learned the hard way that if my head is too filled with loving fantasies of how things will be in the future, instead of filled with day-to-day reality, i'm not really in love. oh, and in reality - don't be looking for every little tiny nice thing he does and amplifying it into great acts of love and devotion - that is only supporting the fantasy. plus, if it's early into being with him, he's on his best behavior now anyway, just as we all are.

I think
it really depends on the person you are telling it to. Someone with a commitment phobia is going to run a mile, but at least then you ahve found out before you wasted too much time. Generally though I don't rush into telling someone I am 'in love' - need to be sure it isn't just infatuation first.

Not a chance!
I generally get to know someone as a friend first before falling in love, and for me, I just know. On the other hand, my friend may have no clue (yet) that our friendship is changing, and may have no desire for it to change.....so I wait until they say it, knowing I can say it back.
Only one time have I been blindsided by someone who fell for me first....and that's how it felt.

Honesty is the best policy
But someties waiting for the time is right; you have to try and judge the character of the person you're telling to make sure they don't run a mile.
Although in the past I've told people quite early on and it's always worked out quite good for me.
