Conservatives like to divide up the numbers on tax issues, as if the money didn't all come under one budget plan. You can, in fact, give a tax cut, even an 'income tax' cut to 95% of workers, even though more than half don't pay income taxes. How? Well, for starters, they pay other taxes, like Social Security and Medicare. And then there is the Earned Income Credit. Obama's plan includes tax credits that are refundable. Problem solved.
