Good for you for speaking up. I had a similar kind of experience with the child I work with (who has cerebral palsy). On a field trip the driver implied it didn't matter whether or not the child had the hook from the floor around his wheelchair, since we weren't going far. We still made sure the hook was placed on it (in this bus there was only one, which was not very reassuring).

It didn't matter whether we were going far or not, the driver should make sure the person is as secure as possible. (I kept my hand on the arm of his chair the whole ride because I could feel it sliding.)

It seems that everybody is always in a hurry.  But, there are things that just have to be worked in anyway.  I posted the other day about my son's friend who was killed in a traffic accident while riding with someone else because my son had borrowed his truck for something heavy.  I just found out (from yesterday's funeral) that neither he, nor the one who was driving, had taken time to fasten their seat belts.   I hope you are successful in getting something done about this.
