They already are, Corbin. They thwart, break up, and arrest people all the
time for fomenting violence.  For all the people they arrest, there are more out there just biding their time, waiting for either orders or the target date or an opportune time.  The centralization of a war on terror is probably the dumbest and least common sensical idea the Bush administration has dreamed up to justify our presence in Iraq.  Common sense would have led us into war with Syria or Iran, not Iraq.  There is no "better over there than over here" argument.  It's a simple smokescreen.  Remember, what Bush and his people have called terrorists in Iraq have actually been insurgents and rebels, Shiites and Sunnis dedicated to ridding their homeland, sacred Muslim land, of the infidels and occupiers.  (Don't get me wrong, some of these guys are terrorists, just very few of them.)  Just because these factions use unconventional tactics doesn't make them terrorists.  Make no mistake, they've been fighting an insurgency since late summer of 2003, using carbombs, IEDS, suicide bombers, etc.  Only a few of these attacks can be traced to terrorist organizations.  Still, when they are traced to some connected organization, even though they may be affiliated with known terrorist groups, many of these groups are not terrorists but groups fighting to oust American and Coalition forces.  A close study of the "fighting them over there" argument shows that it doesn't hold water.  It's a great fear tool to sway the uninformed and the fearful, but not credible.

Hmmmm?
What happens if the killing returns to our shores?  If the Islamists, emboldened with America's withdrawal, decides to start striking here?
