I think Satan's skackles (in my view) = complacency - somtimes I voluntarily take them off, sometimes I voluntarily put them back on.

The more I pondered your question, this poem I wrote came to mind. It takes up much space and I apologize; however I think it touches somewhat upon your enigmatic question, and by its very title, so please indulge me this once and I will refrain for awhile. joab

It is my understanding Jesus death (actually his resurrection and ascension) took the rule of Satan back from when Adam gave it to him. Satan is still here with all the fallen angels and is still trying to get it back. His job is to steel, kill and destroy. Only when you have been reborn with Jesus as the Savior and the Holy Spirit lives in you do you know you can at that time keep His commands and rebuke Satan and he will have to flee from you in all things.You may believe it differently and that is your right under God's decree. All man has the right to choose to or not to believe this way.

Hmmmm... I'm not sure that God created with that in mind. God hadn't anticipated Satan, I don't think.
