Is it (always a blood-thirsty) desire for war - or do politicians (and not just American or Western ones), but politicians all over the world, sometimes, honestly believe that war is necessary, and ultimately justified?

It's hard when someone passes away - ever. No matter how they die. But why was the Civil War fought? Why were the first two World War's fought? Sometimes, as much as I hate to say this, war is neccasary.
