I agree with all choices, though B can be hard to know at times..
Action, if possible and appropriate (changing one's behavior, attitude, etc.) should reinforce the words, especially for those we love and desire to make happy.

I guess it all depends on how close the person is to us.
If they are very close, there should always be communication, and things should never be left unsaid.
If they are not that close to us, then I think just forgiveness and moving on is enough.
