Don't know whether you read further comments once you've replied, but I think your reply here is short-sighted. Azur's comment actually reminds me of the greater involvement that the Blogit administration used to undertake in 2004 & 2005.
You should not just be thinking about the offender in these cases, but also the offended. I remember a temporary banning long ago where the offender, once reinstated, did continue their behaviour and was eventually permanently banned. However, the effect of the temporary banning was to send out a clear signal to the community as to acceptable behaviour and the enforcement of the Code of Conduct. The atmosphere became instantly calmer, whereas the hands-off approach now allows the atmosphere to build and build to a crisis point. This is crisis management, not proactive management of the community.

Thank you for the feedback. We have found from past experience that reinstated members continue their original behavior, so suspension doesn’t seem to help.
