We did, we can and we should. This can of worms was constructed by
the British after WWI.  Even then, a young politician named Churchill told his superiors that they shouldn't just patch together a country out of such disparate areas traditionally ruled by Sunnis, Shiites, and Kurds.  The United States should have never invaded Iraq.  However, there is no solution to the Iraqi question involving the United States.  It would be in Iraq's best interest and the United States' best interest for Americans and Coalition forces to begin withdrawing from Iraq.  Iraq will either remain cohesive or divide into separate autonomous units like those formed from Yugoslavia.  The latter would probably be far more beneficial to the peoples of Iraq in the long run.  I know the Kurds would love it; they've been pretty much autonomous for years.

These wars are multi-generational, ethnic-ingrained, and sometimes
religion-motivated/religion-influenced.  Naive may be underemphasizing the true nature of a mindset that believes that imposing our Western ideals of politics and liberty and democracy will suddenly bring about peace.  It's like a constantly at-odds family having a distant and disliked uncle buy new furniture for your house.  Same people, same house, different furniture.  How does it effect the family?  Well, they are careful around it at first, but they get used to it and their behavior patterns return to pre-new furniture infighting.

Saul, it is beyond naive to think that we can fix this civil war, any more
than we can bring peace to the Israelis and the Palestinians, the bad blood runs too deep.
