Child labor is wrong, no matter how or what justification they try
to use for it.
Often times this happens because they can get away with it. And likely that is part of the reason why these people can't get jobs to support their families, because they would rather underpay children, because they can.

They certainly need to take care of their own departments
before they go around enforcing it on others.
