It is amazing what some people would consider an emergency
My aunt worked as a dispatcher for awhile in a small town and there was a little old lady that would call daily and it was for no other reason than the fact that she was lonely. Eventually a police officer ended up stopping by on a regular basis to make sure she was okay and her church members started stopping by. Apparently, this woman had been homebound after her husband passed away and no longer had a way to go anywhere as she never learned to drive.

I called 911 twice, under silly circumstances. Once, a friend decided to drive in and make himself at home in another house on the property without saying anything. Six cop cars came and shined flashlights into the house. He had gone to bed. He came to the door in his underwear and said, "Here I am. I know I'm not much to look at". Another time I thought I heard a powwow in the gravel pit. It was a car parked up there playing a tape really loud.
