I'd def call 911
but so much depends on the scene... is there a wrecked car? There are so many scams going... you learn to be a bit skeptical.

I'd probably call 9-1-1 for him. What could I do without my equipment? And, who better than the police to handle him if he is high or running a scam?

I would check it out, Straighforward. There is nothing worse than doing
nothing, regardless of the motives of the person running and screaming.

Usually, when the accident is serious, its for real. There are also bogus accidents out to frame people for compensation or insurance money. Lol.
