I like what a friend of mine who was in the military said about it, "You can explain without condemming", but in their cases, there needs to be a court martial and the evidence addressed. It's no more excubsable for a squadron of Marines to go on an unauthorized killing spree than it would be for any mass murder.
There are rules in war, and even those who say that the rules don't apply because the enemy, the suicide bombers don't play by the rules are now saying that inicdents like this must be prosecuted. I can't imagine the stress of living with the fear of a bombing constantly and never knowing when you're tour is over, because of the stop-loss and revolving door of the military, but it doesn't justify a killing spree.
