help with cutting and pasting, uploading photos

I am having trouble cutting and pasting stuff onto my blog, and also wanted to know if you can upload jpegs onto your blog for photos, or do they just have to be jpgs?
 and what else can I do to add color, graphics, etc to my blogs?
