rank question

I read this here a week or so ago: "This term means that no matter how often you read a blog, you are only counted once when the rankings are calculated. The purpose is to ensure fair rankings by allowing each person to only "vote" once." Does this mean that a reader is counted only once per 24 hours? So if I read a blog twice in one day, it still counts as only one hit? And is that true for figuring both rankings and revenues? Thanks!
