Sounds like an enormous “project”.  Getting people to line up and actually acquire this card will be a major undertaking.  I like the idea (for travel purposes) of scanning fingerprints.  This to me sounds like an easier solution since the technology is already in place and it could simply be an add-on when applying for a passport.
