DRUNK AS A SKUNK OR HIGH AS A SKUNK ON SKUNK WEED?

I just have to get this off my chest…cough, cough. Why is it that I can walk to any corner liquor store and purchase a deadly concoction called liquor and drink to my hearts content…I just can’t drive when I am content like this though?
