In 2003, president George W. Bush, under his Millennium Challenge Account (MCC) laid a political bait for many African allies. None of them, including Museveni of Uganda could escape it. Till then, Museveni remained adamant about multi-party democracy but with Bush’s promised dollars, he finally opened up! The first such election was in 2006, after a lull of twenty six years, twenty of which under Museveni control.
