It's fair. That is rather generous of Toastmasters to give her several years to straighten things out. You figure, on here, if we do not pay, we're out.

Seems like if the person knew paying dues was required then the person should pay up. If this person is in great financial difficulty then maybe something could be worked out. Still, seems only fair to the others that each person pay their dues.

If you are a member of an organization and Dues are required it is a no trainee to pay for the privilege of being a member!

It makes sense to me. Nonpayment for dues usually has negative results. Maybe they should send her a last warning shot before cutting her off.
