I'm in favor of phones off while class is in session. I would not want to teach in this day and age.There are too many distractions.

it is difficult for someone like me who went to a strict private school as a boarder that any- one, could let such interference as phone calls, or use of a phone for messages to cheat or to be distracted by during lessons. School is for learning, not cheating or playing games on a phone.

It is strange really as if most folk cannot operate unless a phone is used.
I used to have to go half a mile to the nearest phone box> Perhaps Civilization will demand
phone implants eventually.

My three girls attended high schools that did not allow cellphone use on the campus during school hours. The punishment was loss of your cellphone until the parents came in and had a meeting with the principal. From there, the cellphone was given back to the parents to give to their kid if they so chose to do so. I find them to be a distraction with adults. You see it everywhere you look. People text and talk on them while driving. They gab on them in stores, and they are abundantly used by employees who work in public places. With that in mind, an adolescent isn't normally going to make a good choice about cellphones in school when they see their parents taking them to work.
