The idea of the meme as a joke is that here in the US some people call a certain type of woman a "Karen." From Wiki: "Karen is a pejorative term for a white woman perceived as entitled or demanding beyond the scope of what is normal. The term is often portrayed in memes ..." "Karens" are said to wear this type of hairstyle.
