Oh yes, small dogs will let the big dog threaten you with a bark and hair raised but it is them that dive in and bite your ankles given a chance.

We had one of those ankle-biters in our neighborhood.
Jingles was a daschund who hated kids on bikes, pedestrians on the sidewalk in front of his house, and the postal carrier.
