Hot water tanks can be noisy - as long as the light blinks normally. My uncle owned a plumbing business. He made the sound of footsteps too on the job. He also owned a bar and restaurant. With those tank sounds, I guess the bar and restaurant was needed as well. Don't you agree sir? He was a gourmet cook.
