Some people do not like being touched when in conversation, some consider it a friendly gesture. I go off of my instinct at the time when engaging with another person.

I suppose things deteriorate in time Make sure it is fixed securely.

Oh, to answer your question, some people like their space and others don't mind. I would say no, unless one knows the person well. Very well.
