Well of course shop owners have to be discreet. I was caught by a young man as I came out of a supermarket a few years ago. He started to poke through my bag of groceries. I watched mesmerised. They had not taken a tag off a kettle that I had paid for. Afterwards, I wished I had complained, but I was stunned.

It's a shame that store owners have to be concerned with this activity.
Store owners need to be informed of the laws when a theft occurs. They cannot just tackle people. They have to be certain that someone has walked out with unpaid-for merchandise or else they can find themselves being sued. Cameras and undercover security are a great way to aid in this issue.
