Hope Mrs. Sun is okay. Yes, they are certainly responsible. My opthamologist's office was hacked and the patient info taken and now they are offering a year of credit monitoring. Great!

Yes, and if that man is unconscious, then a court order should be issued to get it.

They certainly are in Australia where I worked. And for 7 years after seath when they are burned after shredding them.

To a point they should be, but sometimes it is necessary to break privacy rules when it means a life and death situation.
