yes I feel it is a duty. Everyone these days carries a phone. Call the police and ambulance and see if there is anything you can do to help. Anything that a person remembers just may fit with what someone else remembers and the police can start to put something together.

Yes, it seems to me hit-and-runs should be reported, but first render aid if possible.
