I would have to say these people have ulterior motives for what they do because it makes no sense to the common man. 
But if you question them and they are put on the hot seat then they will say they were not involved. It happens all the time!

Trump supplied the equipment and equipment, the Governor of NY Cumo and the Mayor DeBlasio. The white Hospital ship sat empty and unused by the Mayor and Governor. Who on earth would put infected peope into Nursing homes???
