I have called the police when I saw a guy in car following and harassing a woman walking down the sidewalk.

Depends if it was serious. Some have shouting matches which fizzle out.

It would depend on the suspicious act. Physical violence, yes.
Two people having an argument, no. A public act of disturbance heading towards grievance, yes. I guess that a person's gut instincts would have to be the defining factor in deciding.

I'm a big proponent of calling 911 for suspcious things. I would not enter a dangerous situation. Let the pros figure it out.
