It sounds like a silly rule. I think rulemakers often come up with rules just to justify their jobs.

Absolutely not! It’s a Stupid move economically for them, imho. Fill a cup with ice and you use less product filling the cup. Plus it gets really hot at Disneyland and nobody likes a warm soda or lemonade. Horrible to me.
