Situations like your's get me into trouble all of the time......I can't keep my mouth shut. In that situation, I would have suggested she check out the pet departments selection of leashes.....

You are so right. That mother should have had the girl by the hand. That's a case of lack of parenting skills on many levels. So sorry about that. She wasn't a good example in the way to spoke to you either.
