I think the instructions to employees of Service Canada is that they first ask each citizen HOW they would like to be addressed, and take it form there. PC with a flair!

I still say "sir" to guys who come to the reception desk at the center looking for information, especially guys with US Navy, or Vietnam Veteran embroidered on their baseball caps. A person's sex (or gender) is important to a news report, and it seems counter-productive to vague it up.
