We must remember that the tests are in English. Student must achieve a certain proficiency in English BEFORE their reading skills can be properly assessed. Many children in California are ESL (English as a Second Language).

I am curious to see where this lawsuit goes. It is going to take a lot to fix our educational system in the United States.
