I do believe that some people only drive when the conditions are more hazardous. Either that or they forget what they're supposed to do in those situations.

It is amazing...
I drive a school bus and you would think folks would be careful when they encounter us, but nooooooo, they drive like speed addled morons. Racing through intersections, passing in no-passing zones and violating out stop paddles when we are loading and unloading our precious cargo. And then the weather gets bad.
