Not alone, no. But he will have Republican Congress to aid and abet, and pretty soon a Supreme Court he can count on to rubber-stamp a lot of his maneuvers.
The checks-and-balances thing is already sliding away from actual balance as it was designed.

I hope you're wrong about us having voted away our freedoms.
There's a system of checks and balances in place, and no one alone can overturn it all.
