It's the kind of story that does make one chuckle - now! But I can well understand that, at the time, the whole episode was very upsetting; and losing a new skirt on top of it...

That was a deliberate and viscious act on Sam's part. A little girl feeling all pretty and enjoying a lovely new skirt. How mean of him.
